In Russia from Monday to Wednesday, China’s leader Xi Jinping will be bolstering ties with a partner increasingly reliant on Beijing but also unpredictable.

Russia is becoming more dependent on China to buy its natural gas and keep its economy afloat in the face of Western sanctions. But Mr. Xi’s leverage over Russian President Vladimir Putin isn’t as clear-cut as it might seem. And Moscow has repeatedly placed China at a disadvantage with surprise moves intended to advance its own goals.
